Naclear na ng COA ang isyu ng confidential funds
From Rappler - The claim was made by political blogger EB Jugalbot on December 3. As of writing, the post has 1,500 interactions, 104 comments, and 152 shares. The post reads: “COA just gave the OVP an ‘Unmodified Opinion’ for FY 2023. An ‘unmodified opinion’ means the OVP is CLEAN & CLEARED.”
The facts: State auditors did give the OVP an “unmodified opinion” for 2023. However, an unmodified opinion from COA does not mean that an agency has been cleared of irregularities.
The commission has previously clarified that audit opinions pertain only to the financial audit, and that an “unmodified” or “unqualified” opinion is issued if the “financial statements are prepared, in all material respects, in accordance with the applicable financial reporting framework.”
“It is important to note that the financial statements represent only a facet of an agency and that an audit opinion does not provide any conclusions on the agency’s level of compliance with laws, rules and regulations, nor the application of the principles of economy, efficiency, and effectiveness in the agency’s operations,” COA said.

Previous fact-checks: The misleading Facebook post and other similar claims surfaced online amid questions raised over the OVP’s spending of government money, including confidential funds. Among other issues, lawmakers have flagged non-existent signatories in the acknowledgment receipts for the confidential funds.
Issues surrounding Vice President Sara Duterte’s alleged misuse of public funds are among the grounds cited in the impeachment complaints filed against her.

Si Hontivirus nagnakaw sa funds ng Philhealth
From VERA Files - A YouTube video has revived a claim that a court sentenced Sen. Risa Hontiveros for her involvement in the illegal issuance of bonuses by the Philippine Health Insurance Corp. (PhilHealth). This is not true.
The senator was never part of any case related to the PhilHealth bonus controversy and her participation in the issue has been repeatedly debunked since 2018.
Uploaded on June 15, the video bore the headline:

Its thumbnail which bore a photo of Hontiveros along with other personalities, carried a text that read: “HATUL NG KORTE 100% KRIMINAL ACT GINAWA NILA (The court’s verdict, what they did was 100% a criminal act)!
Meanwhile, the anonymous voice over also said at the video’s 1:44 mark: “Korte nagbigay linaw na na illegal diumano ang mga ginawa ni Sen. Risa Hontiveros noong direktor pa ito ng nasabing ahensya (The court has clarified that what Sen. Risa Hontiveros did when she was director of PhilHealth was illegal).”
VERA FILES FACT CHECK: THE FACTS. Sen. Risa Hontiveros was not sentenced by a court for involvement in the unauthorized release of over P163 million worth of bonuses to PhilHealth employees. The senator’s supposed involvement in the controversy has repeatedly been debunked since 2018.
Hontiveros was never a respondent nor was her name mentioned in any of the three Supreme Court decisions related to PhilHealth’s illegal disbursement of employee bonuses in 2009, 2010 and 2014.
PhilHealth corporate communications head Rey Baleña told VERA Files in 2018 that the senator was not among PhilHealth executives ordered by the Commission on Audit (COA) to return a total of P163.85 million in unauthorized bonuses released in the said years.
Hontiveros’ camp has also denied her involvement in the mess saying that “the bonuses were approved before [her] term as member of the PhilHealth’s board.” The senator sat on the board of the state health insurance agency from November 2014 to October 2015.
The erroneous clip did not present proof to support its claim but only featured a previously fact-checked vlogger who criticized authorities for pursuing the arrest of fugitive televangelist Apollo Quiboloy as well as the government’s handling of illegal Philippine Offshore Gaming Operators (POGO).
Hontiveros previously led a Senate investigation into alleged sexual abuses committed by Quiboloy among members of his Kingdom of Jesus Christ sect. She is also conducting a probe into the alleged involvement of suspended Bamban, Tarlac Mayor Alice Guo in illegal POGO operations.
The video emerged days after the High Court made public its decision affirming a COA notice that disallowed PhilHealth’s release of bonuses worth P43.81 million in 2010.

Holding the accused innocent until proven guilty in the court of law is one of the most crucial principles of the Philippine justice system, and the Commission continuously reminds the government and the public that this principle is something we must all uphold.
Ensuring that this right is protected is not endorsing criminality nor is it defending criminals, and any rise in crime in any place in the Philippines cannot be attributed to human rights defenders who strive only for the justice system to work as intended.

All humans have the right to due process in court of law. Regardless of their circumstances, summary executions are not justice, and any assertion that their deaths are deserved is a sign of a failing justice system. This right is the very first one listed in the 1987 Philippine Constitution’s Bill of Rights, as such: “No person shall be deprived of life, liberty, or property without due process of law, nor shall any person be denied the equal protection of the laws.”

From Philstar.com - MANILA, Philippines — Contrary to former president Rodrigo Duterte’s claim that crimes in the Marcos administration are on the rise, the Philippine National Police (PNP) said yesterday it was during his term that lawlessness was rampant.
Justice Secretary Jesus Crispin Remulla also refuted Duterte’s claim.
“With utmost respect for former president Duterte’s leadership, we believe that his perception of an escalating crime rate does not reflect the reality supported by concrete data,” he said.
“The peace and order situation remains a top priority for the Marcos administration and we are committed to assuring the Filipino people that our nation is on a path toward greater stability and security,” he added.
In a statement, the Department of Justice said Duterte’s statement was “anecdotal and lacking empirical support.”
Citing its latest data, the PNP said index crimes from July 1, 2022 to July 28, 2024 dropped to 83,059 from 217,830 during the same period in the first two years of Duterte’s term from 2016 to 2018, or a decrease of 61.87 percent.
The PNP said cases of murder, homicide, physical injuries and rape decreased by 55.69 percent.
Similarly, cases of robbery, theft, car theft and other crimes against property registered a 66.81 percent decline, from 124,799 to 41,420 during the same comparative periods.
Crime clearance efficiency increased by 27.13 percent while the crime solution efficiency rate rose by 10.28 percent.
“Our latest data indicate a substantial decline in crime rates, underscoring the effectiveness of our ongoing strategies and proactive measures,” the PNP said in a statement.
During a Senate inquiry on Monday, Duterte lamented that crimes are on the rise under the Marcos administration. He cited reports of rape, people getting killed and robbed.
Duterte said a drug den was also discovered at the Malacañang complex.
The PNP disputed Duterte’s assessment, stressing the anti-illegal drugs campaign under President Maros has yielded remarkable results, such as the seizure of P35.6 billion worth of illegal drugs and arrest of 122,309 drug suspects.
“These accomplishments highlight the effectiveness of our strategies and reinforce our dedication to combating the illegal drug trade,” it said.
The PNP said police officers attained the accomplishments while upholding justice, accountability and respect for human life.
It vowed to continue a balanced approach to law enforcement that combines effective crime prevention with a strong commitment to protecting human rights, ensuring public safety and the dignity of every person is respected and upheld.
“The PNP stands united with the nation in building safer and more secure communities. Through collaboration with all sectors of society, we are dedicated to fulfilling our mission to serve and protect,” it said.
Benhur Abalos, who supervised the PNP as Marcos’ interior secretary for over two years, also disputed Duterte’s remarks, stressing the number of crimes has dropped under the current administration.
‘’I can say that our crime situation has significantly decreased under the Marcos administration. We have data to prove that,’’ Abalos said in a statement.
He pointed out the Marcos administration is focused on the rehabilitation aspect of the anti-drug campaign which has reduced the number of casualties in shootouts.
“We’ve focused on the rehabilitation of drug dependents that’s why we’re seeing fewer deaths in our campaign against illegal drugs,” he added

Pero kung wala, ibig sabihin, walang sapat na basehan para isama sila sa listahan ng mga pekeng party-list na umaabuso sa sistema.
Pangalawa, ang leftist party-list groups ang may pinakamalaking ambag sa progresibong batas sa Pilipinas. Ibang usapan ang performance nila sa Kongreso. Ayon sa datos:

- Pantawid Pamilyang Pilipino Program (4Ps) Institutionalization Act (RA 11310) – Nagtalaga ng pondo para sa tuluy-tuloy na benepisyo sa mahihirap na pamilya.

Sila ang madalas naglalantad ng korapsyon at nag-iimbestiga sa mga anomalya ng gobyerno—kaya nga sila galit na galit sa kanila ng administrasyon.
Hindi sila dummy ng political dynasties o negosyante—sila ang kinakatawan mismo ng mga sektor na dapat naririnig sa Kongreso.
Kaya kung gusto mong isama sila sa listahan ng mga political dynasties at pekeng party-list, maglabas ka muna ng pruweba na sila rin ay may koneksyon sa mga pamilya ng trapo, military generals, o bilyonaryong negosyante. Hangga’t wala kang ebidensya, ang hinihiling mong isama sila ay hindi patas kundi isang cheap attempt para pagtakpan ang tunay na mga abusadong grupo.
